Description: Returns the file attributes
of the given file.
File : Full path to the file for which the
attributes should be returned Options : Optional. 0 returns true or
false for an attribute, 1 (default) returns + or - to denote if an
attribute is switched on or not. 2 denotes that the attribute name should
be returned only if the attribute is set. A value of 3 specifies the name
of the attribute to be upper case if set and lower case when it is not
set.
Example: Determine the attributes of the c:\msdos.sys file.
Output: -N+R+H+S-D+A
