Excel addins not active in Windows 7 and above
 
There is a small problem with user access control (UAC) in windows 7 and above and the loading of Excel addins. Running a setup program to install such addins usually the UAC required admin privileges. An addin installed in such a way requires admin privileges for the user as well and this may not be desired. One can ask the question how to deploy an addin to users without admin privileges.
 
The origin of the problem is with the installer. It usually requires admin privileges in order to write to the windows directory and/or to add registry keys. Using the addin software in Excel the same privileges must be used so the user can only use the addin in Excel when the user has admin privileges.
 
One would not notice any problems when installing as a local administrator. However when the addin software will be installed under an ordinary user account, it won't run. The UAC requires admin privileges. Giving it these privileges, the software installs. Running Excel the addin won't load because the settings to load the addin are added to the admin account. When Excel is run with admin rights the addin loads.
