(Landau) Fermi liquid theory is a theoretical model of interacting fermions that describes the normal state of most metals at sufficiently low temperatures.  
The essence of Fermi liquid (FL) theory is the description of the low energy elementary excitations of interacting
electrons in terms of an ensemble of free “quasiparticles“ behaving as particles dressed by interactions-related high energy effects.
The interaction between the particles of the many-body system does not need to be small.  
In 1-D materials the Fermi liquid theory breaks down. Such a system should behave as a Luttinger liquid instead.
