A Wigner lattice is a regular array of electrons which is the lowest potential energy configuration for a low-density electron gas in a neutralising positive charge sea, where the Coulomb interactions dominate the kinetic energy.  
The electron gas will crystallize and form a lattice if the electron density is less than a critical value. This is because the potential energy dominates the kinetic energy at low densities, so the detailed spatial arrangement of the electrons becomes important.
