I wonder whether this can be due to Office security. The Outlook to Excel program 'connects' to both Excel and Outlook and exchanges information between them. Microsoft secured both produces. If one of them (or both) are secured soo heavily that the interaction cannot take place, outlook2excel cannot run.
 
We have done everything to allow the smooth running of the software. A digital certificate is required which we have used. You can run outlook2excel while outlook and excel are in high security mode. However there is also a setting in both programs that prevents any code from interacting with it.
 
Please check that this is not the case. Allow macros to run in both programs.
