Condon Approximation:
The electronic transition occurs on a time scale short compared to nuclear motion so that the transition probability can be calculated at a fixed nuclear position.
 
The Condon approximation is a more restricxtive approximation than the BO approximation (nuclear and electronic motions can be separated) in that the Condon approximation demands that the nuclear coordinate be a fixed value.
