The linux/unix rsync backup command can be used to make backups. It will detect changed files so they will be transferred only. Actually according to the documentation only the parts of the files that have changed will be transferred. Furthermore, the changes can be optionally be transferred in a compressed format so less bandwidth is necessary.
 
The rsync command I use it the one below intended to make incremental backups:

rsync -avz --stats --progress www.source.com:mydir d:/backup

 
Note that this command also works in the windows 7 subsystem for unix SFU.
