litLIB: added the Decode function

The decode function was added to the litLIB power functions library for Excel (download litLIB)

Oracle users will recognise this function as a very handy function to quickly decode a source parameter. Basically Decode is a if statement.

=Decode(1,1,"one")
This will replace value 1 with the text "one".

=Decode(A1,1,"one",2,"two","not one or two")
Depending on the value in A1 it will display one (A1=1) two (A1=2) or "not one or two" if A1 contains any other value.
