Yes it does. You can e.g. run the following command:
select current_timestamp from dual;
 
ODBC drivers seem to give problems but you can always to_char the timestamp:
select to_char(current_timestamp) from dual;
 
Other commands that involve a timestamp:
select cast( sysdate as timestamp) from dual;
