Metals can be defined by the absolute value and the temperature dependence of the electrical resistivity.  
 
Anisotropic crystals have different structural and transport properties for different directions. Thus we can imagine materials which are metallic in one, but insulating in the transverse directions. They are called one-dimensional metals.
