You can. However it would be easier to manually configure privileges. Use a development PC and configure privileges user A should use. Save the registry keys - this is a function in the security toolkit into file a.reg. Then configure the privileges user B should use. Again save the registry keys but now as b.reg.
 
If a user should have the privilege set A apply the file a.reg. Equally if privileges B should be used apply the file b.reg. Note that the registry file needs only to be applied once.
