Excel 2007 Offset bug?

I think there is a bug in Excel 2007. It seems the Offset function of the Range class cannot be used when the row number is greater than max integer 65535. It did not fail in the immediate pane but it does fail when running the project.

Code:
Dim rng as Range
Dim rngFail as Range

Set rng = ActiveSheet.Cells(65600,1)
Set rngFail = rng.Offset(1,0)

The error occurs on the assignment of rngFail.
