To view Oracle parameters through SQL you can query the v$parameter view:
select * from v$parameter
 
I needed to figure out the utl_file_dir parameter to see what the permitted directory on the database server is where files can be accessed and created. I wrote the following select that answered my question:
select * from v$parameter
where name = 'utl_file_dir'
