Question:
I have to produce a few Excel sheets with macros to import/export data to/from an Oracle database. These sheets will be distributed to partners. As far as I understand your licensing model each of the users will have to obtain and install SQL*XL.  
 
Answer:
You need a license for SQL*XL on each PC on which you use SQL*XL.  
 
When you have used SQL*XL to dump some database data into Excel you can freely distribute the files to others.  You do not need a license for SQL*XL to view an Excel file with SQL*XL results.
 
If you want the users to interact with the database again you need to buy a license for them too.
