You get the #NAME error in Excel if the formula cannot be found.
 
Possible errors are:
-that you mistyped the function name
-you mistyped the number of parameters
-you sometimes must prefix the formula with the workbook:
sqlxl.xla!SQLExecute("your command here")
 
I suggest you use Excel's insert formula feature. Select the user defined section and select the SQLExecute function.
 
Since you can run SQLQueryValue and you cannot run SQLExecute function it may also be that you are running an older version of SQL*XL.  
SQLExecute was introduced in SQL*XL 4.0.27, see:
